Law on planning, development, and promotion of Kharakhorum City approved



The historic capital of the Great Mongol Empire, Kharkhorum, is poised for revitalization. This initiative seeks to preserve Mongolia’s national history, cultural heritage, and nomadic civilization while fostering sustainable tourism, ensuring balanced regional development, and creating environmentally friendly, comfortable living conditions for residents. On December 20, 2024, the Government of Mongolia submitted a draft Law on the Planning, Development, and Promotion of Kharkhorum City, along with accompanying legal and resolution proposals. These were finalized and approved during the plenary session of the State Great Khural of Mongolia on January 23, 2025.


The law establishes the legal framework for Kharkhorum City’s planning, construction, and sustainable development. Key provisions include delegating certain municipal functions to private entities, integrating advanced information technologies to create a “smart city,” and ensuring transparency in urban management.


This legislation also sets out principles for urban planning and development, emphasizing the following regulatory features:

Promoting diverse, sustainable tourism based on Kharkhorum’s historical and cultural landmarks, archaeological sites, tangible and intangible heritage, natural features, and nomadic civilization.

Aligning urban planning and development with the common rights and interests of residents, ensuring equitable access to social services, and fostering a humanitarian, multi-centered urban system.

Allocating at least 50% of urban residential areas for green spaces, as defined by the General Development Plan.

Ensuring accessibility for residents to schools, kindergartens, social and healthcare services, recreational areas, public transport stops, green parks, and retail centers, all within 300 to 800 meters of their homes, based on regionalization and population density goals.

Promoting balanced regional development by aligning Kharkhorum’s growth with the broader Khangai region’s economic development, enabling its independent growth.

Encouraging the use of energy-efficient and environmentally friendly technologies.

Designating spaces for unmanned aerial vehicle (drone) operations to foster innovation and modern infrastructure.
